Guidance on Rent Standard in the social housing sector

Maxine Loftus from the Regulator of Social Housing (RSH) joined us for our Spotlight on Social Housing webinar series in June 2021, discussing a variety of topics including Rents and the Rent Standard.

The RSH highlighted an increase in self-referrals over the last year in relation to potential issues with the Rent Standard. This mirrors our experience and the increase in self-referrals was highlighted by the RSH as a real positive – this is seen as evidence of co-regulation working effectively. RPs are often concerned about making a referral about the Rent Standard, however, the RSH did reiterate that providers can expect a proportionate response, which again mirrors our experience.

Typical drivers of issues around rents include:

  • Meeting the Rent Standard is not seen as a risk within an RP;
  • Controls around rent setting and meeting the Rent Standard not documented;
  • Rent setting and meeting the Standard not being a priority, or simply not on the radar of the Board at all.
