Specialist Investigations is the “Premier League” of HM Revenue & Customs investigators, and is staffed by their most able and experienced investigators.
The unit has evolved over the years from Enquiry Branch and Special Office in the 1970’s and 1980’s. through Special Compliance Office in the 1980’s and 1990’s to Special Civil Investigations and then latterly into Specialist Investigations as it is currently known.
The name may have changed over the years, but the aim has never changed, and is to combat tax avoidance and tax fraud across all taxes HM Revenue & Customs has responsibility for.
The main areas Specialist Investigations is well known for are investigations under Code of Practice 8 (where large amounts of tax are at stake, but where serious fraud is not suspected), and Code of Practice 9 (where very large amounts of tax are at stake and serious fraud is suspected). Whichever Code of Practice is issued, it is a potentially very serious matter when Specialist Investigations are involved and appropriately skilled professional advice is highly recommended.
Over the last few years Specialist Investigations has increased its staff numbers, and in addition to its traditional Code of Practice 8 and 9 work it also now embraces the Labour Providers Unit, an insolvency section, VAT fraud work and Inland Detection (fuel duty, alcohol & tobacco duty).
